The following are some frequently asked questions regarding the DHA OMNIBUS Symphony Portal. The required URL for OMNIBUS Contract Holders is https://dha-ems.symphonyps.com/.


What do I need to know about orders in Symphony?
Orders are released to eligible contract holders.  The Contracting Officer (CO/TOKO) releases the Task Order Requests and may down-select through Fair Opportunity. 
  • You can only see and respond to an order if it was released to your company and the selected socioeconomic and market segments. 
  • If you think this was an error, please email the ordering activity directly.
  • Any changes to your contract would have to go through the Omnibus Contracting Officer.


How can I make sure that I receive notifications?

Please go into your Points of Contact to manage your distribution email address (See How to Manage Your Points of Contact)


To get started, follow these steps:
  1. Go to My Company and use the Contracts link in the left menu. 
  2. Select the contract that you need to update. 
  3. Go to the Points of Contact tab to choose the registered user to assign for these roles. 
  4. Update the Contract Manager and/or Program Manager.
  5. Enter and validate the distribution email. 

To verify notifications, enter the email address as if it were a new distribution address and click the button to update. 

  • If it is working correctly, you will receive a validation code


If you're not receiving notifications, please make sure on your end that:
  • the distribution email address is set correctly for your organization and is receiving emails from other sources
  • that you are in the distribution group
  • that the sender's address is not blocked by spam or firewall filters.


Can I submit a portion of a proposal and then submit the remainder? 

If it’s a file size issue, you can upload as many files as you need for your proposal, but you can’t submit one part before the submission deadline and another part after it. 


An order has disappeared from all Market Segments. Has it been officially canceled? 

Yes. Orders will no longer appear on your Dashboard if they are canceled.


Why do Order numbers appear out of sequence?

Orders which are canceled or in definition will not be shown on the dashboard.


Why am I not authorized to view the subject TOPR to submit a proposal?

When a TOKO releases a Request for Proposals to ALL market segments, the contract holder has to have those market segments to propose. 


When the TOKO chooses ANY market segment, contract holders can propose for any market segment.

  • You can see the designation in the Contract Vehicle column of your Orders Dashboard.  
  • The summary screen of the RFI/TORP, under Contract Areas, also shows the designation.
  • Notifications only go out to those qualified to bid, but the dashboard shows all orders for transparency.


Why is my Orders tab blank?

If you registered on a site for contract holders but have no contracts, you won't be able to see or bid on opportunities.


How do I obtain information on how your product may interface with applications I use such as Salesforce, or a Contract Management Tool? 

Symphony cannot be crawled by a third party with credentials provided by the prime.


How do I add a new user for the Omnibus 4 vehicle?

All users must register themselves. Guidance for this is in the article How to Register as a Business User. 

  1. The user must register in Symphony with the contract holder's UEI. 
  2. Once their account has been created, an Administrator from your company will be able to activate it. 


How do I remove a point of contact from our company's list of contacts?

A Symphony administrator can remove former employees by following the How to Use Administration guidance. To get started, please follow these steps:
  1. Click on the row for the user you want to manage. 
  2. Change the user status from Active to Delete. This option does not allow users to register with the same email again.
  3. Save your changes.
