To successfully work with the Cost/Price feature in Symphony, complete these steps:
1. Start in My Company
Starting in My Company, use the Cost/Price button from the left navigation menu (See Figure 1). It is below Business Factors.
Figure 1. The pricing information section in My Company
2. Provide the Cost/Price Requirements
The Cost/Price link will prompt users to upload the completed pricing spreadsheet provided by the corresponding Solicitation and a Basis of Estimate (OASIS+) or Labor Rate Attestation (Alliant 3) to support the Cost/Price methodology (See Figure 2).
- Symphony is looking for an Excel template and a PDF document.
- Only one Spreadsheet may be provided.
- Do not remove columns or rows.
- Pricing data must be complete in accordance with the solicitation.
- Select the checkbox to certify the claim and save the changes.
Figure 2. Pricing Information Upload Window
Only one cost/price submission may be provided for a solicitation from the offeror.
- Users can view, edit, or delete documents as needed by following the same process as Business Factors.
(See Claiming Business Factors). - There is no option to add pricing at the Team Member level.
- Symphony will provide any validation errors in the submission for the corresponding Solicitation.
3. Validate the Pricing Information
When the solicitation(s) are open to proposals on the Dashboard, users can "Start Submission" or "Continue Submission" to complete the proposal in multiple sittings or review it before submission.
- Using the Live Score button or Review tab helps users see if a proposal is ready for submission (See Figure 3).
- If the pricing information does not meet requirements, Symphony will display messages on these screens.
Figure 3. Methods for Reviewing a Proposal
The error messages are only advisories and will not prevent submission.
- If Symphony is "unable to load the Pricing File", the file is password-protected.
- If the number of files is incorrect, more than one Excel spreadsheet is uploaded.
- If the Basis Of Estimate (OASIS+) is missing, upload the required information on Indirect Rates.
- If the Labor Rate Attestation (Alliant 3) is missing, upload the information as required by the solicitation.
- The most recent template is not uploaded if the number of rows or columns is incorrect.
- If the number of sheets is incorrect, verify that the file includes only the sheets in the template without any additions or subtractions.
- Using a spreadsheet application besides Excel and exporting to .xlsx format, will sometimes add a summary sheet.
- Making updates to the summary sheet export setting will remove the extra sheet.
- If the data cannot be validated for some other reason, formatting changes may be present due to using the copy/paste functions on the template.
Additional Information There are no restricted viewing roles in Symphony once a user has an active status.
|
- Users can delete files after submission.
- Symphony may be temporarily unavailable when a solicitation deadline occurs so all proposals are saved.
- Once the Solicitation deadline occurs, all proposals are frozen so that changes can later be made in My Company without affecting the integrity of the offer (See Submitting an Open Market Proposal).
