Please follow these instructions to successfully conduct User Management activities in the Administration link in Symphony. Please reference How to Access Symphony for more information on the available contract vehicles.

1. Register for Symphony

If you are an authorized SAM.gov Point of Contact (POC) during your registration at the right website for the contract vehicle, you will have immediate access to sign into Symphony with administrative rights. Please reference How to register as an Administrator.

2. Go to Administration

Only a Symphony Administrator has access to the Administration link. 

  • You can only activate additional users after they register. You cannot add users.
  • You can limit those who have access, or provide access and then remove access after specific tasks.

3. Update User Status

You can only manage users registered for the same company at the right Symphony website for the contract vehicle. Please reference the Administration FAQ for more information.

  1. Click on the row for the user you want to manage to activate or disable their account. 
  2. Change the user status to the one that applies. 
  3. Save your changes. 

User’s status must be active for the permissions to apply 

The status options are defined in the table below.


Active
Users can sign into Symphony and perform the tasks for their group permissions. 
There are no restricted viewing roles in Symphony once a user has an active status.
Delete

The user no longer needs access to Symphony and they should not appear in the Administration link. 
This option is not a full delete and does not allow users to register with the same email again.

Initial 

The user has registered and needs approval to sign in.
The user will receive an inactive account message.
Pending
The user is not authorized to sign in.
The user will receive an inactive account message.
Suspended

The user has a locked account either from inactivity or too many failed password attempts.

 

4. Update Group Membership

You can add or remove additional group permissions from all registered users within your company in the Administration link. A user’s status must be active for the permissions to apply. 

Group Permission Options 

The group membership options are defined in the table below.


Administrator

Users have full access to everything including managing users. The SAM POC(s) for the registered company are automatically assigned to this role when registering. Users that receive an email invitation for the Symphony contract vehicle after the contract award are also assigned the administrator role.

Open Market 
Proposal Manager

The user can submit a proposal on behalf of the organization during open solicitations. 
The role does not include the Administration link.

Program Manager

Users can submit proposals on behalf of the organization for their awarded contract vehicle. 
The Program Manager role only applies to contract holders. 

Staff

Users have the ability to view Task Order Requests and edit proposal data on behalf of their organization. Users do not have access to administration and cannot submit proposals.

  

Assign the Open Market Proposal Manager position to the one user who is responsible for submitting a proposal on behalf of the organization during open solicitations. They verify that the information uploaded is accurate. 

  • The Contract Manager and Program Manager roles are not part of Administration.
  • The Authorized Negotiator role is not part of Symphony. 


5. Update Your Profile

All users can sign out or update their profile information from the top-right icon. You can also change your password or add or update an authenticator app by scanning the QR code for your login. Please reference the MFA FAQ for more information.
