OASIS+ Post-Award and Contract Management


Purpose: This guide clarifies the role of the Symphony portal after you have submitted your proposal. It defines the final determination process and directs you to the correct GSA systems for all contract administration tasks and deliverables.

Before You Start

Make sure you know the following essential facts:

  • Scope Warning: The OASIS+ Symphony Portal (OSP) is only the Proposal Intake System. It is not used for post-award management, task order tracking, or invoicing.
  • Data Lock: Once the proposal is submitted and the evaluation begins, the OSP is locked down for data integrity. The portal cannot be used to process formal changes like a new POC or email address.
  • Formal Changes: During evaluation, the offeror must notify the government by completing the official Amendment Form provided by GSA outside of Symphony.


Steps

1. Monitor Proposal Status

After you certify and submit your proposal, the portal's function shifts to a read-only confirmation status.

  1. Monitor the portal for final determination messages from GSA.
  2. Check the status of your proposal on the Submitted (View) link.
  3. The OSP is locked, but the government still sends communication.

Warning: The status in Symphony (e.g., "Submitted") will not update to reflect the official GSA source selection timeline.

  

2. Access Award and Contract Information

GSA manages all award decisions and contract documents.

  1. If you receive a contract award, GSA will communicate the final contract number and period of performance outside of the Symphony portal.
  2. Post-Award Deliverables: All requirements for post-award tracking, quarterly reporting, and compliance updates must be submitted through FedConnect.
  3. Use official GSA systems (like eBuy or eMod) to manage all contract modifications (Name Change, Option Exercise) and track Task Orders.

Definition of Terms

  • OCO: Ordering Contracting Officer. The government official authorized to place orders against the master contract.
  • MAS/GWAC: Multiple Award Schedule / Government-Wide Acquisition Contract. General terms for large federal contracting vehicles.
  • LCATs: Labor Categories. A list of defined labor roles used for pricing and reporting.

  

Troubleshooting

Issue
Fix
I need to track Task Orders against my awarded contract.
Symphony does not manage task orders for OASIS+. You must use the GSA eBuy system for all official task order management.
I see no updates; is the evaluation stalled?
The status update process is managed by GSA's acquisition team. Refer to GSA’s official announcements on SAM.gov or the OASIS+ website for the evaluation timeline.
I need to change my contact information for my awarded contract.
For post-award changes, you must use the GSA eMod system to submit contract modifications.
I need to contact the government directly about my submission.
