Post-Submission Guidance: Handling Advisory Banners, Clarifications, and Government Exchanges

Purpose: This guide walks offerors through the post-submission lifecycle in Symphony—explaining how to view submitted offers across different solicitation engines, interpret post-submission advisory banners, handle official government Clarifications and Exchanges, and manage contact changes.

2. Interpret Post-Submission Advisory Banners

3. Respond to Official Government Exchanges and Clarifications

4. Managing Post-Submission Contact Changes

5. View Final Results and Debriefs [Polaris Only]

Before You Start

Make sure you know the following essential facts after submitting your proposal:

  • Proposal Snapshot Lock: Submitting a proposal creates a frozen historical snapshot. Symphony continues to display your offer exactly as it was at the time of submission. You cannot edit proposal claims, swap uploaded documents, or change assigned Contacts inside a submitted package unless the government program office formally issues a clarification or opens a proposal revision window.

  • Assign Multiple Individual Users to Notification Roles: Because federal security standards prohibit shared or group email accounts (e.g., proposals@company.com), notifications for government Clarifications and Exchanges are sent only to active, registered individual users. Assigning multiple team members to Administrator permissions or the Open Market Proposal Manager (OMPM) role is vital so your company never misses time-sensitive government notices if a primary contact is unavailable.

  • Portal Navigation Differences: Accessing post-submission details depends on the solicitation engine configuration:
    • OASIS+ Configuration (Multi-Domain): Go to your Industry Dashboard, click Solicitations, select your submitted solicitation, and view the Domain Submission Overview under Solicitation Details → Overview—OR click View Submission for a particular Domain to go to its Proposal Details page.

    • Alliant 3 / Polaris / SOFGSD Configuration: Post-submission details reside directly within the submission workspace under Proposal Details.

  • Advisory Banners vs. Disqualification: Post-submission advisory banners or validation warnings display static submission-time rules. Advisory banners do not automatically mean your proposal is disqualified. SAM.gov remains the official system of record for business data and socioeconomic types.

  • Points of Contact Immutability: Proposal Contacts (Contract Manager, Program Manager, and Authorized Negotiator/Signatory) are locked within the submitted snapshot. If a contact changes post-submission, you must notify the government program office directly (e.g., oasisplus@gsa.gov) and ensure the new contact self-registers on the portal landing page so an Administrator can activate them on your company's Administration tab.

  • Notification Permissions: Notifications regarding government exchanges and clarification requests are sent to users holding Administrator permissions or assigned to the Open Market Proposal Manager (OMPM) role.

Steps

1. Navigate to Your Submitted Proposal

Location depends on the solicitation engine configuration:

  • For OASIS+ (Multi-Domain Solicitations): Go to your Industry Dashboard, click Solicitations, select your submitted solicitation, and view the overall Domain Submission Overview under Solicitation Details → Overview—or click View Submission for a specific Domain to access its Proposal Details page.

  • For Alliant 3 / Polaris / SOFGSD: Go to your Industry Dashboard, open your submitted proposal workspace, and navigate to Proposal Details.

2. Interpret Post-Submission Advisory Banners

After submission, Symphony displays your offer as it existed at submission time.

  1. Review any advisory banners appearing at the top of your post-submission overview.

  2. Understand Advisory Status: Advisory banners (such as business size warnings) reflect static system validation rules. As long as your SAM.gov profile was active and correct at the time of submission, advisory banners do not prevent government evaluators from reviewing your offer.

  3. No Unilateral Edits: Changes made in My Company do not alter your submitted snapshot. Do not attempt to un-submit or alter company assets in My Company to remove a post-submission banner.

3. Respond to Official Government Exchanges and Clarifications

Symphony contains two separate post-submission modules for government communications: Clarifications and Exchanges.

Important Module Note: Neither module unlocks text fields or document slots inside your original proposal workspace. Offerors must respond directly within the active Clarification or Exchange request window.

  1. Monitor Email Notifications: Automated notifications are sent to active users holding Administrator permissions or assigned to the Open Market Proposal Manager (OMPM) role.

    • Redundancy Recommendation: Because group accounts are not permitted, ensure at least 2–3 active proposal managers hold Administrator or OMPM permissions on the Administration tab to guarantee email coverage.

  2. Access the Request Module: Log in to Symphony, navigate to your submitted proposal's overview screen, and open the designated Clarifications or Exchanges tab.

  3. Review Contracting Officer Instructions: Read the government request carefully to identify the specific information or document requested.

  4. Submit Direct Response: Upload the required document and type your response directly into the Clarification / Exchange module response field.

  5. Certify and Transmit: Certify and submit your response before the Contracting Officer's specified response deadline.

4. Managing Post-Submission Contact Changes

Because assigned Proposal Contacts are locked inside the submitted snapshot, take these steps if a contact leaves or changes post-submission:

  1. Self-Registration & Activation: Ensure the new contact self-registers on the Symphony portal landing page using your company's UEI and CAGE code. A Symphony Administrator must then go to Administration → User Management to activate their account.

  2. Notify the Government Program Office: Email the official government program office directly (e.g., oasisplus@gsa.gov, alliant3@gsa.gov, polaris@gsa.gov or astro@gsa.gov) providing your Company Name, UEI, and CAGE Code to request an official update to the primary contact of record on file.

5. View Final Results and Debriefs [Polaris Only]

This feature is only available for the Polaris contract configuration. Notifications are sent for award announcements. You must view the debrief file in the specific portal.

  1. If you receive an award announcement notification, sign in to the correct contract vehicle portal.
  2. Select the Submitted View link for the correct solicitation and proposal.
  3. Go to the Debrief tab and Download the Debrief Letter and Attachments.

Troubleshooting

Issue

Fix

Our team missed a government clarification notification because an employee left the company.Shared/group accounts are prohibited. Ensure multiple active individual users hold Administrator permissions or are assigned to the Open Market Proposal Manager (OMPM) role on the Administration tab so notifications are received by multiple team members.

I see an advisory error banner on my submitted proposal overview.Advisory banners are informative and you cannot alter your submitted snapshot. SAM.gov is also the official legal system of record. As long as your SAM record was active at submission, no further action is required unless requested by the Contracting Officer.

I cannot edit our Proposal Contacts on a submitted offer.Contact information inside submitted packages cannot be edited in the UI. Email the government program office directly with your Company Name, UEI, and CAGE Code to update primary contacts, and ensure the new contact self-registers and is activated on the Administration tab.

Who receives notifications for Government Exchanges and Clarifications?Notifications are sent to users holding Administrator permissions or assigned to the Open Market Proposal Manager (OMPM) role. Ensure your proposal team has these roles assigned on the Administration tab.

Where do I find government Clarifications or Exchanges? For OASIS+, check Solicitation Details → Overview or Proposal Details under the specific domain. For all others, check Proposal Details inside the submission workspace.

You cannot respond to a Clarification request.

You must be an Administrator or Open Market Proposal Manager to respond. Reach out to a company administrator to assign you a role with the necessary permissions.

You need to add more documents to a clarification after submitting your response.

You cannot edit or recall your response. Email the program office (as listed in the solicitation) to request a new clarification.

Can I replace an incorrect PDF in a submitted proposal after the deadline?

You cannot modify uploaded files after the deadline unless the Contracting Officer formally issues a clarification request or opens a proposal revision window.

You need to withdraw your offer after submission.

You must contact the program office directly at the email address listed in the solicitation.
