Please read this overview to understand how to work within Symphony for the GSA OASIS+ solicitation. This list is not exhaustive. The solicitation should always be used as the source of truth.
Step 7. Review your Submission
1. Start in My Company
Begin at the My Company link to add all your company’s assets and experience. Information in My Company forms the components you will use to build all your proposals and Symphony calculates your score as you add or subtract these assets in your submission.
As stated in the solicitation, “While some criteria are the same or similar across Domains, the thresholds, relative weight, and/or specific details may vary from Domain-to-Domain. Offerors will only receive credit toward a Domain for QPs that demonstrate the qualifications detailed within that particular Domain’s Qualifications Matrix.”
2. Add Teaming Partners
If your company is proposing with other companies, add the team member, claim the relevant business factors, and provide the teaming agreements that support the arrangement in the Team Member’s Documents tab. Include Attachment J.P-7, Joint Venture Work & Qualifications Template as required. Do not provide duplicate documents for each submission.
A team member must be added before being used in a project reference. Team member arrangements can be any of the following:
Joint Venture Member
Joint Venture Subcontractor
Mentor in an SBA-Approved Mentor-Protege Agreement
Protege in an SBA-Approved Mentor-Protege Agreement
Subcontractor
3. Add MRCLs
If your company is proposing using business factors from a company that is affiliated through the corporate structure, enter the affiliated company with the Meaningful Relationship Commitment Letter (MRCL) and upload the certification to the MRCL’s Documents tab. If the relationship type does not appear in the MRCL list, the other company is a Teaming Partner. Claim the MRCL business factors under the Prime Offeror. Do not provide duplicate documents for each submission.
4. Add Business Factors
In the My Company Business Factors tab, these business factors belong to the Prime Offeror, not a JV member or subcontractor. When you claim a business factor, provide the required information, certify, and save your claim. You can select any or all of the additional factors that apply. Business Factors are automatically pulled into your proposal for each domain and scored accordingly. Do not provide duplicate documents for each submission.

Financial Resources
- Individual or Commercial Subcontracting Plan (applicable to all OTSB Offerors).
- Professional Employee Compensation Plan
Representations and Certifications
Uncompensated Overtime Policy
Systems, Rates, Clearances, and Certifications, If Applicable
UR = Unrestricted, SB = Small Business
5. Add Projects
When you add Projects to My Company, project documents are what you use to substantiate your claims. This list is not exhaustive. The solicitation should always be used as the source of truth. These documents include
FPDS Report - Attachment J.P-2
Project Verification Form - Attachment J.P-3
Past Performance Rating Form - Attachment J.P-6 (when CPARS information does not exist).
Core Project Details are not required however Symphony may use the mapped criteria for additional scoring elements. Some project details are unique to certain domains or may be required in future solicitations.
Mapping the Domain Qualification Matrix Elements to Projects/Past Performance
Any missing scorecard elements will be a project’s Performance Factors and are claimed in your proposal submission as they apply to the OASIS+ Domain scorecard. Scorecard elements pulled from Project Details will influence whether a project is validated as a Qualifying Project (QP), Relevant Qualifying Project, Federal Experience Project (FEP), or non-qualifying project once added to your proposal.
6. Build your Submission
Go to the dashboard and start your submission after adding your assets and experience in My Company.
Add the team members or MRCLs referenced in any project experience or business factors. You can choose to add different team members, MRCLs, or projects to each proposal you create.
Add projects to your proposal. Use the Begin or Modify button to claim the performance factors specific to the OASIS+ solicitation.

Qualifying
Integrated Experience
Management & Staffing
Specialized Functional Experience
Advanced R&D
Small Business Utilization
Reference the project documents that support your claims and save your changes.
7. Review your Submission
When completing your submission, upload your Submission Documents (SF-33) required for the solicitation and then review your submission. If Symphony displays a warning message in the Review, authorized users can still submit your proposal but you should verify that your Projects and Business factors are claimed correctly for the Prime Offeror or Team Members as stated in the solicitation.
