Building an Offer for OASIS+

This guide provides the steps required for using the Symphony platform to develop an offer for the General Services Administration (GSA) Oasis + solicitation.


Note: This guide is not comprehensive. The solicitation requirements supersede the Symphony platform.


Timeline

On June 15, 2023GSA’s Office of Professional Services and Human Capital (PSHC) released the final Requests for Proposals (RFPs) for six contracts that encompass the OASIS+ program. This marks the final step in the acquisition phase of standing up the next generation best-in-class multi-agency contracts for complex non-Information Technology (IT) services (See OASIS+ Multi-Agency Contract Interact Feed).

On October 20, 2023, GSA’s Office of Professional Services and Human Capital Categories (PSHC) officially closed the initial proposal submission period for all six OASIS+ Request for Proposals (RFPs).


Previous Step: Starting an Offer for OASIS+


1. Building the Submission

First, go to the Dashboard and start the company’s submission after assets and experience are added in My Company (see Figure 1).

  1. Add team members or MRCLs referenced in any project experience or business factors as needed. Different team members, MRCLs, or projects can be chosen for each proposal created.

  2. To add projects to a proposal, use the Begin or Modify button to claim performance factors specific to the OASIS+ solicitation (see Figure 2).

The Submission displays the Solicitation Name on the top left and the Live Score on the top right.

  • Relevance
  • Integrated Experience 
  • Management & Staffing
  • Specialized Functional Experience
Federal Experience
  • Federal Competitive Experience

Refer to the project documents that support claims in the submission and save those changes. Claims that do not appear here are gathered from the core project details when corresponding claims are made.

2. Reviewing the Submission

During submission, upload the required Submission Documents (SF-33, SF-30) and review the offer (see Figure 3). An authorized user can submit a proposal even if a warning message is displayed on Symphony’s Review page. However, they should verify that Projects and Business factors in the submission are claimed correctly for the Prime Offeror or Team Members as stated in the solicitation.
