Symphony defines a Team Member as two or more companies forming a partnership or joint venture to act as a potential prime contractor. A Team Member can also be a potential prime contractor agreeing with one or more other companies to have them act as its subcontractors under a specified Government contract or acquisition program.

How to add a Team Member

These are the team members you would like to include as company assets. Navigate to My Company and select the Team Member tab. Complete the following steps. Once team members are in Symphony, they will be displayed in a table format to view, edit or delete from your asset library. 


Step 1: Find the Team Member

Search for the organization using a DUNS and Lookup Organization.


Step 2: Confirm the Team Member

Confirm or Try again based on the details displayed.


Step 3: Add Business Factors

Claim the Team Members Business Factors. 

Upload the supporting documentation. 

Certify the claim to save and continue.


Step 4: Add Supporting Documents

Upload the supporting team member documentation, such as the team member agreement and other supporting documents for your claims.


Step 5: Review Your Team Member

Review the team member's general information and documentation. Save and Complete to add the Team Member. 


A table will display the added Team Member, DUNS, and ability to delete them from your assets. Use the Team Member name as a link to review their general information and documentation. You can edit the team member's business factors and attach supporting documents from their record. If you delete a Team Member after adding them in any project experience or unsubmitted proposals, update the corresponding assets in the applicable screens. Symphony will direct you to the order of the steps if attempted in the wrong order.


You can add or withdraw team members in the applicable pool's submission. 


How to add a MRCL

Navigate to My Company and select the MRCL tab. Complete the following steps. Once a MRCL is in the system, a table will display the MRCL(s) and then you can view, edit or delete from your asset library. 


Step 1: Find the MRCL

Per the solicitation, explain what conditions exist for this asset.  Use the drop-down to define the type of MRCL. You can select more than one. Conduct a search of the organization you are adding using a DUNS and Lookup Organization. 


A “meaningful relationship” exists within a corporate structure when at least one of the following conditions exists:

  • This entity is a wholly-owned subsidiary of a parent organization.
  • This entity is a parent of a wholly-owned subsidiary.
  • This entity operates under a single internal operational unit.
  • This entity operates under a consolidated accounting system.
  • This entity operates under a consolidated purchasing system.
  • This entity operates under a consolidated human resources or personnel system.
  • This entity operates under common policy and corporate guidelines.
  • Operating structure between the entities includes internal organizational reporting lines and management chains for “lines of business” that operate across the formal corporate subsidiaries.

If an MRCL does not meet the standard of the types of MRCL's defined, please provide the documentation of the MRCL relationship with the corresponding project experience.

 

Step 2: Confirm the MRCL

Confirm or Try again based on the details displayed.


Step 3: Add Supporting Documents

Upload the supporting Meaningful Relationship Commitment Letter and any other supporting documents for your claims.


Please Note, if you are sharing resources from other entities by way of a meaningful relationship within a corporate structure, only one offer (e.g., proposal) from that corporate structure should be submitted per Pool. 


Step 4: Review Your MRCL

Review the MRCL's general information and documentation. Save and complete to add the MRCL. 


A table will display the added MRCL, DUNS, and ability to delete them from your assetsUse the MRCL's name as a link to review their general information and documentation. You can edit the attached supporting documents from their record. If you delete a MRCL after adding them to any project experience or unsubmitted proposals, update the corresponding assets in the applicable screens. Symphony will direct you to the order of the steps if attempted in the wrong order.


To add or withdraw the MRCL in a submission navigate to the applicable pool's submission
