You can select from past projects in your Company Asset Library in Symphony and add them to your pool submission from a drop-down menu. You can also add new Project experience(s) but only in the My Company screen. Once complete, you can view, edit or delete projects as needed.
Please note, a maximum of four Relevant Experience Projects may be submitted for scoring but you can have more in your Company Asset Library.
A project is defined by its title, contract number, and Prime Contractor. New Projects are entered by filling in the fields and following the steps relating to your Project References, Documents, and Details. Please review these steps below.
Step 1: Start Your Project Reference
Provide the General Information as requested. The Questions are:
What is the name of your project?
Select the type of Project
Task Order Number(s) if applicable
Who is the Prime Contractor?
Please note, when identifying the Prime Contractor, you will need to add the Team Member or MRCL to your Company Assets so they will be available to reference. See How to Add Team Members and MRCL's for more information.
If you need to reference multiple Task Order projects under a single Contract number, enter the contract number after selecting the type of project, add the TO number after the contract number, and again in the TO number field to create different projects under a single contract. For example: Contract #: GSA123456-0001 and TO #: 0001.
Step 2: Upload Your Project Documents
This may include Award Documents, Past Performance Documents, Scopes of Work (SOWs), and more. All proposal documents should be in Adobe (.pdf) format. Use descriptive file names that explain what information is contained in the documents. They will be used as a reference to support your claims. Confirm your uploads in the table below the File DropBox. You can upload more documents at any time. Save and continue to the next step.
Step 3: Complete Your Project Details
Project Details include the following questions.
Period of Performance
What is the Total Contract Value?
Does the project include Cost Reimbursement as the Predominant Contract Type?
How many locations involved project performance?
Does this project involve work at a location OCONUS?
Were Subcontractors/Teaming partners involved with this project?
Past Performance Category 1
Past Performance Category 2
Link to a file for reference and provide reference keywords/tags/comments. Use descriptive file names that explain what information is contained in the documents to support your claims. Use the easiest, most logical reference names as possible to make this process easier for yourself and the evaluators. See How to Tag a PDF for Symphony or the FAQ for more information.
Please note for Past Performance, you have the option to submit a supplemental Past Performance Survey using the template in Section J, Attachment D, Past Performance Rating Form. No other format or additional proposal documentation will be considered. Please see L.5.4.2 in the solicitation for more information.
Step 4: Review Project
Make sure the data is correct and all files are included. The information displayed summarizes the answers for four areas: General Information, Locations, Teaming, and Past Performance. Supporting documents can be viewed at this step before you Save and Complete.
You can view, edit or delete projects by selecting the Project Name you created in the My Company screen. Project details and supporting documentation for a project can be viewed for reference.
In a submission, a project is defined by its title, contract number, and type of vehicle. Follow the prompts to complete the Functional Factors on the Projects/Past Performance tab in your pool submission. Add the functional scope details to map your projects to the specific pool.
If you edit a project experience in your Company Asset Library, you will receive a warning if the project is being used in a submission. If you make changes to a project after using it in a submission, update and verify the changes in any unsubmitted proposals. You can withdraw a project from a submission pool that is recorded in your Company profile but not use it as a scoring element or add the project back to a submission to refresh any changes made to Project Experience.
You cannot delete a project if it has been used in a submitted submission. If there is a document that you want the government to review, do not delete it. After the proposal deadline, only the government will have access to the Symphony system unless a clarification is requested. If you are uploading sensitive information, you should redact the document to the extent it still substantiates your claims. If you have submitted a pool offer but need to revise a project, and you are the POC or Proposal manager, edit the submission, verify the project is refreshed, and then submit your proposal again.
